Native Village of Atka – NALEMP – Strategic Project Implementation Plan

 

Chilkat has prepared SPIP’s for NALEMP but we didn’t like the structure, content or usefulness of these documents based on archaic and cryptic templates.  After getting to know the community over a couple projects we developed SPIP intended to make lots of sense and pass the red face test.  Chilkat prepared a comprehensive annotated literature review to identify environmental issues and then Elijah and Bruce investigated each site.  While SPIP’s are oriented to address military impacts, the scope allows discussion of other environmental sites to encourage coordination, so all environmental concerns in the community were identified and planning carried out to determine appropriate action.  High-resolution aerial images were prepared to describe each site.  Cape Kudugnak was one of the sites investigated and startling impacts were observed including PCB’s, drum, AST, lead waste, hazardous debris et al.  Chilkat documented this additional remote site to encourage FUDS to address the site because if its significance.  This succeeded and FUDS site work began in 2014. Tribal implementation of the SPIP is ongoing.  To encourage other Tribes to develop more useful SPIP’s whether or not they hire Chilkat, we have included the document for unrestricted access.
